One-guest sauna: file as a bathhouse (sauna) business
Legally it is a bathhouse business. The law requires a bathroom, tub, shower, changing room, and sweating room. A shower alone is not enough for a permit.
You also need a fire-safety completion certificate, electrical safety inspection, and Class 1 or 2 neighborhood-living building use.
Variables and cautions
As a new format, districts can be unclear which industry to register. Some operators file as a bathhouse; others as a general business.
Some readings require a public bath that can hold two or three people to file as a bathhouse, so operators may register as a general business until the law is clarified. Always check the latest rules with the local authority.
